The Board of Directors of Union Station Homeless Services (USHS) is pleased to announce the appointment of Katie Hill as our new Chief Executive Officer, starting December 2nd.
Katie brings more than 15 years of exceptional leadership experience in homelessness services within Los Angeles County, notably with PATH (People Assisting The Homeless) and HOPICS (Homeless Outreach Program Integrated Care System)—two of the largest and most impactful agencies addressing homelessness in our region.
“I am excited to welcome Katie Hill as our new Chief Executive Officer,” USHS Board Chair Charles Thuss said. “Her deep experience in homelessness services, coupled with her dedication to systemic solutions like Measure H and Measure A, align strongly with our mission to end homelessness through housing. We are confident that under Ms. Hill’s leadership Union Station will continue and expand its critical work in the community. We look forward to the positive impact she will make in our organization and the communities we serve.”

Ms. Hill brings a proven ability to manage and scale large organizations. As Executive Director at PATH, she grew the annual budget from $5 million to $50 million, managed a staff of 500 employees, and implemented evidence-based practices such as Housing First and harm reduction. As Deputy Director at HOPICS, she oversaw operations for a $100 million annual budget, managed a team of 500 staff members, and led critical infrastructure development to scale the organization.
Ms. Hill has long-established relationships with key funders, elected officials, and press, along with her deep understanding of the Los Angeles County homeless system. Her tenure in Congress equipped her with valuable insights into legislative processes, policy-making, and collaboration at state and federal levels. She also has been active in advocacy efforts such as Measure H and Measure A, which reflects her commitment to addressing homelessness at a systemic level.
“As a proud member of the LGBTQ+ community, Ms. Hill also brings valuable perspectives on inclusion and representation, reinforcing our values of diversity and embracing different viewpoints,” Thuss said. “Her leadership comes at a pivotal time as we expand services to include Transitional Aged Youth (TAY) in the upcoming year.”
Ms. Hill said she is committed to bringing those with lived experiences into the culture of organizations and their decision-making processes. “I believe that those who have experienced homelessness firsthand bring invaluable insights that will enhance the effectiveness and compassion of our programs and services,” she said.
