Masada’s mission is to provide comprehensive, solution-based mental health and social services that enhance the lives of children, youth, families, and adults while contributing to the overall well-being of communities.

About Masada

Founded in 1989, under the name Masada Homes, it opened an innovative group home program for at-risk youth and began an enduring partnership with Los Angeles County.

More than three decades later, Masada has evolved into a comprehensive community mental health and social service agency whose mission is to enhance the lives of children, youth, families, and adults while contributing to the overall well-being of communities.

Masada has long been recognized as a leader in delivering culturally affirming, evidence-based services in the county’s highest-need communities. With an annual budget of $25 million, a diverse and highly respected leadership team, and a skilled workforce of 200 dedicated individuals, Masada serves more than 1,600 children and families annually. Masada’s seven offices serve as community hubs for delivering onsite, in-home, school-based, and telehealth services. Services include Occupational Therapy (OT), Prevention/Early Intervention (PEI), Outpatient Care Services (OCS), Wraparound Program, Therapeutic Behavioral Services, Full Service Partnership (FSP), and Enhanced Care Management (ECM).

Masada remains steadfastly focused on empowering individual and community well-being. In response to unprecedented demand, it is expanding services and outreach to address critical needs throughout Southern California. Program managers will often meet clients at their homes, schools, or nearby community locations, to deliver a comprehensive range of evidence-based services. THE POSITION

Masada is in search of a bold, visionary, and strategic leader to serve as its next CEO. Reporting to the Board of Directors (Board), the CEO will provide strategic direction and overall leadership by articulating a clear vision, setting goals, and empowering the senior leadership team.

With over 200 employees at Masada, the CEO will directly oversee an experienced executive team composed of: Chief Special Projects Officer, Chief Program Officer, Chief Human Resources Officer, Chief Financial Officer, Chief Quality and Compliance Officer, Chief Contracts and Revenue Officer, and Chief Development Officer.

Responsibilities include but are not limited to:

Executive Leadership & Organizational Management

  • Provides inclusive, transparent, and decisive leadership that supports and advances the agency’s mission.
  • Leads with vision, aligning strategy and operations to ensure the agency is delivering high-impact programs that reflect its mission and core values.
  • Embraces change and innovation, guiding the organization through transitions and implementing effective change management strategies.
  • Challenges the status quo, when necessary, with the ability to make tough decisions in service of long-term organizational health.
  • Navigates complex systems and policy shifts with agility, demonstrating strategic foresight in positioning the agency for long-term success.
  • Fosters a culture of performance, accountability, and trust where staff are motivated, supported, and held to high expectations.
  • Builds leadership capacity by mentoring and developing high-performing teams and individuals.
  • Addresses performance with clarity and fairness, using evaluation and feedback as tools for improvement.
  • Makes timely, informed decisions, including in moments of uncertainty or organizational stress.  

Clinical Strategy & Compliance

  • Collaborates with the Chief Programs Officer to evaluate client outcomes and patient experience data, using insights to drive continuous improvement and inform organizational strategy.
  • Provides visionary leadership in clinical programming, long-term strategic planning, and policy development to ensure services are medically necessary, evidence-based, and culturally responsive.
  • Ensures all services adhere to best practices, regulatory and organizational standards.
  • Oversees the development, implementation, and ongoing refinement of clinical policies, procedures, and quality assurance systems.  

Board Governance

  • Builds and maintains a strong partnership with the Board, ensuring alignment around vision, strategy, and organizational priorities.
  • Leverages the expertise, networks, and leadership of the Board to support governance, planning, fundraising, and organizational growth.
  • Maintains consistent, open communication to build trust and strong relationships with Board members.
  • Ensures implementation of Board policies and provides clear, accurate updates on performance, risk, and opportunities.  

Development & Fundraising

  • In partnership with the Chief Development Officer, oversees and drives fundraising strategy and donor engagement to grow financial resources.
  • Cultivates long-term relationships with donors, corporate sponsors, program partners, school and public officials, and other key stakeholders.
  • Represents the organization with credibility and enthusiasm to existing and potential funders.

Financial Management & Administration

  • Ensures the agency’s financial stability through sound fiscal oversight, cash flow management, and reserve planning.
  • Partners with the Chief Financial Officer to develop and manage the annual budget and uphold the agency’s fiscal integrity.
  • Oversees resource allocation and monitors financial performance to ensure efficiency, sustainability, and financial strength. Leads the acquisition and stewardship of all revenue sources, including grants, government contracts, and corporate partnerships. 

External Relations & Communication

  • Serves as the primary spokesperson and advocate with media, partners, funders, and public agencies.
  • Builds and sustains strategic relationships with key stakeholders across sectors to support the organization’s mission and growth.
  • Builds and maintains strategic partnerships with nonprofits, government entities, corporations, funders, media, and community leaders.
  • Strengthens the agency’s visibility, influence, and reputation and builds support for philanthropic engagement.

Ethics

  • Models integrity, humility, and consistency in all internal and external interactions. Ensures all work upholds the organization’s ethical commitments and is carried out with respect for clients, staff, and partners.
  • Leads with a high moral compass, upholding the agency’s ethical standards and ensuring programs reflect a commitment to health equity.

  • Develops the organizational capacity by investing in staff training, leadership development, and growth opportunities. Creates a culture of learning, accountability, and shared leadership where individuals are inspired and empowered to do their best work.

The CEO should bring strong financial acumen and sound judgment to make decisions that support long-term sustainability and growth. Above all, the ideal candidate will demonstrate humility, compassion, integrity, fairness, and a strong moral compass in all aspects of leadership.

CAREER TRACK LEADING TO THIS POSITION

The ideal candidate will bring a strong background in mental health services, with progressive leadership experience in systems that intersect with public behavioral health. Direct experience within Los Angeles County Department of Mental Health (LACDMH) and a deep understanding of California’s Medi-Cal mental health system are highly valued. The candidate should also have familiarity with federal Medicaid policy, and the ability to navigate local, state, and national frameworks to support service delivery and funding.

Successful candidates will have demonstrated experience in securing and managing government contracts and grants, building and leading high-performing interdisciplinary teams, and working collaboratively with external stakeholders, including funders and community partners. A career history that reflects strong operational, clinical, and strategic leadership in publicly funded behavioral health organizations is highly valued.

Candidates with expertise in human services, including child and youth development, healthcare, community organizing, mental and behavioral health services, social justice, and social determinants of health.

The ideal candidate will have a thorough understanding of fiscal stewardship and the fiduciary responsibilities incumbent upon a CEO. Experience managing complex budgets and deploying resources wisely and responsibly is essential, as is familiarity with the accountability requirements and regulatory processes associated with county, state, and federal government funding.

Demonstrated successful experience in strategic planning, change management, and board relations will be highly valued. A record of sustaining effective partnerships with diverse constituencies, including businesses, elected officials, government entities, community organizations, private foundations and donors, managed care, and education leaders will be highly valued.

EDUCATION

A graduate degree in social work, human services management, nonprofit management, or a related field is required.

COMPENSATION & ADDITIONAL CONSIDERATIONS

The annual salary range for this position is $230,000-260,000. Relocation assistance, if needed, is negotiable. A comprehensive and competitive benefits package will be provided.

The CEO is expected to have a regular presence in the office and be available for frequent in-person meetings with staff, board members, and community members.
